Can Malaysian documents be legalized by Apostille?
Malaysia is not a member of the Apostille Convention and does not issue Apostille stamps. Malaysian documents legalized by the Ministry of Foreign Affairs need additional authentication by the embassy of the destination country in Kuala Lumpur before they can be used.

What types of documents can be legalized in Malaysia for use abroad?
Official documents that can be legalized in Malaysia include:
- Malaysian birth, death, marriage certificates
- Certificates of Good Conduct (criminal record/police certificates)
- Court documents
- University and academic diplomas
- Trade documents, including Certificates of Origin and Free Sale
- Documents issued by Federal and State Government (including Ministries and Local Governmental Departments)
Other documents may require prior certification by a notary or other authority.

What is document legalization in Malaysia?
Document legalization (or attestation) is a procedure which authenticates a public Malaysian document so that it can be submitted in another country for official or legal purposes - for example, if you need to submit a Malaysian birth certificate to the authority or embassy of another country, it will often need to be legalized.
Legalzing a document in Malaysia certifies the authenticity of the signature appearing on the document as that of an authorized public official in Malaysia and confirms the capacity of that official.
Malaysian document legalization is a two-step process:
- First the document will need to be legalized by Malaysian authorities.
- Then the document will need to be legalized by the embassy of the recipient country (embassy in Malaysia or non-resident embassy accredited to Malaysia).
Note that Malaysia is not issue Apostille Stamps, so Malaysian documents cannot be legalized by Apostille.
